Snow job! Brooklyn pols blast lackluster storm response

Brooklyn received a one-two punch this week — first when Mother Nature pummeled us with the fifth-largest snowstorm ever, then when City Hall didn’t do enough to clear the streets of the most-important borough.

And Tuesday wasn’t much better.

At a post-storm press conference in Brooklyn Heights, Mayor Bloomberg called Brooklyn “one of the cities hardest hit by the blizzard” — yet many streets throughout Brooklyn remained untouched by city plows all day, stranding and endangering residents, and infuriating critics.

According to the National Weather Service, the blizzard that dumped two feet of snow ended in the wee hours on Monday, and elevated subway tracks — common in Brooklyn, though virtually unheard of in Manhattan — were rendered impassable all day long (though limited service on the F line was restored by 10:30 pm and was available for Tuesday’s rush hour).

“This isn’t the worst storm we’ve ever had, but it seems to be the worst response to any major storm in recent memory,” said Councilman Steve Levin (D–Williamsburg).

Indeed, much of Brooklyn remained inaccessible by public or private transportation. Major arteries, such as Nassau Avenue in Greenpoint and Fourth Avenue in Park Slope were impassable.

Entire neighborhoods, such as Greenwood Heights, from 24th Street to the Prospect Expressway, were unplowed.

“Nothing’s been cleared,” said Aaron Brashear, a Greenwood Heights activist. “The city should have been prepared, but I haven’t seen a plow or anyone from the city to deal with this.”

And Southern Brooklyn was no better off.

“Here, in the ‘outer-boroughs,’ we are used to being the step-children of Manhattan and waiting for available plows, but there are major streets in my district that haven’t see a plow at all,” Councilman David Greenfield (D–Midwood) said around midday. “I’ve never seen such a wholesale failure of government to provide basic services.”

In Flatbush, secondary roads such as East 19th Street remained winter wonderlands. Utica Avenue and Avenue D weren’t much better.

“The city appeared completely unprepared. There is no excuse for mismanagement of this magnitude in one of the largest cities in the world,” blasted Councilman Jumaane Williams (D–Flatbush).

The borough’s predicament prompted the creation of a “wiki-map” to track — and grouse about — the city’s glacial response.

The neglect harkened to 1969, when just 15 inches of snow unexpectedly fell on the city, yet paralyzed Queens, whose streets remained unplowed for days. Rumor had it that sanitation workers were out to sabotage the Lindsay administration, which played hardball during a worker’s strike in 1968.

When Lindsay’s finally made it to the so-called Borough of Roses, he was jeered. In Fresh Meadows, a woman told him, “Get away, you bum.”

Borough President Markowitz branded Brooklyn 2010 the Queens of 1969. “I would doubt the Upper East Side is like this. Or the Upper West Side for that matter,” he said.

“Something happened in this snowstorm that we got behind the curve. Something came up short, and Brooklyn … took the brunt of it.”

But Sanitation officials saw things differently.

“There is no difference for any borough,” said agency spokesman Keith Mellis. “It’s the same plan we use for the entire city.”

The city insisted that the culprit was simply the storm’s ferocity, though abandoned cars at a variety of intersections didn’t help the clean-up effort.

At the intersection of Fifth Avenue and 21st Street in the South Slope, for example, a traffic jam of abandoned cars imprisoned a plow, rendering the vehicle impotent.

The same scene played out down in Midwood, on Avenue N and East 13th Street.

“I don’t want to hit the parked cars,” a Sanitation worker told our photographer on a side street, explaining why he didn’t risk moving down the narrow road.

The agency said it assembled 365 salt spreaders, 1,700 plows and 2,000 workers to clean up the mess. Meanwhile, Mayor Bloomberg didn’t exactly feel the borough’s pain, saying at a Monday news conference that “the world has not coming to an end.”

“The city’s going on,” he added. “Many people are taking the day off. Most stores are open. There’s no reason for anyone to panic.”

At press time, no weather-related deaths have been reported, but there were five-hour delays in responding to 911 medical calls and three-hour delays responding to priority calls, such as heart attacks.

The ambulance shortage forced a Flatbush mom-to-be to improvise, hopping a ride on a fire engine get to the hospital, where she delivered a healthy baby, according to the New York Post.

The roof of a parking garage on Second Street in Park Slope collapsed because of the snow, shutting down Fourth Avenue from Atlantic Avenue to Eighth Street. Wind and snow damaged the “bubble” covers at the Prospect Park Tennis Center.

And things weren’t all bad. At least not for WR Hardware on Manhattan Avenue in Greenpoint, where White Monday became Black Friday.

“People were lined up in front of the door this morning,” said manager Martin G, whose hottest sellers were ice choppers, shovels, window-washing fluid and salt. A snowstorm “always helps,” he added.

And in Gowanus, fresh air was a welcome respite from the familiar, fetid odor arising from the polluted Gowanus Canal.

“This is one of those rare occasions that you can’t smell the stink,” said President Street resident Linda Mariano.

Brooklyn’s business hub — the Metrotech complex, which includes the Community Newspaper Group Building — was all but abandoned, save for a handful of hurried pedestrians, and a small boy with plastic bags strangely tied over his winter boots, frolicking in a massive snowdrift.

Train service was suspended in much of southern Brooklyn, trapping the area in a snowy isolation.

“We haven’t been plowed and we can’t get out,” said Edith Storch, a resident of Sea Gate, a private community near Coney Island, that is without public transportation altogether. “I don’t see my way out of here. We were praying we don’t need medical care.”

Transit spokeswoman Deirdre Parker said the storm scuttled the agency’s pre-blizzard preparations, which included moving trains from outdoor yards to enclosed areas.

“It just overwhelmed our equipment,” she said. Ice on the electrified rail stalled trains, some as long as seven hours. “We had snow blowers, but at some point during a blizzard, it just blows right back.”

As of Tuesday, Brooklyn’s public transportation was still a mess:

• The B and Q trains remained suspended.

• The Franklin Avenue Shuttle was suspended.

• The L train was suspended between Myrtle Avenue and Broadway Junction

• The N was suspended between Whitehall Street and Stillwell Avenue.

• Buses remained a disaster: The B1, B2, B4, B6, B9, B11, B13, B31, B35, B36, B44, B49, B61, B64, B67, B68, B69, B70 and B74 were all out of service as of Tuesday afternoon.

That said, suspended train service meant a rare day of silence for those living adjacent to the elevated tracks.

“It’s very quiet here today,” said Barbara Donnelly, who has lived on E. 15th Street and Avenue P, near the Q and B trains, for the past 55 years. “It seems strange without them.”

Most people don't own scanners and don't get the real stories.brooklyn was a complete mess our brave police officers,firefighters and emt's did not have access to secondary roads some fire trucks could not leave the firehouses, are you kidding me.They were told to turn back if they could not gain access.They did the best they could but don't sit there and tell me no one suffered because of it.By 2:00am EMS was in total backlog.Mr Mayor get a life.And to all the morons who decided to take there cars out your also to blame.You can't plow,put out fires or care for sick people with your car in the middle of the street.To all our brave men and woman who did there best I commend all of you for a job well done.

after a week of preparation, the city couldn't run its subways and busses, yet people were urged to leave their cars and take mass transit. then the mayor belittles those who suffered, and suggested they lighten up and take in a Broadway show (on whose dime— and how ya gonna get there when your subway's out?)!

this is another example of how hundreds of millions of dollars in emergency preparedness spending get us zilch. wait to a REAL emergency strikes! don't get me strarted.

as for the snow, one of the city's multi-million-dollar city consultants might have suggested what i'll offer for free: set priority bus and subway routes (exactly as we do for autos) in all 5 boros — and make sure they are clean and the transit lines are operating. people should be assured that certain specified routes WILL OPERATE NO MATTER WHAT, and that other routes (say, the F train moving up the hill from Carroll Street) may be problematic.

Yesterday, the City informed the public that homeowners had four hours after the end of the snowfall to clear their sidewalks, or face hefty fines. Meanwhile, 48 hours later, we haven't seen a snow plow on our side street. The snow plows on Seventh Avenue left a four-foot bank at the entrance of our block so you can forget access for emergency vehicles -- only a snow plow could get onto our block at this point.

When the storm hit, all the major news outlets reported warnings of the heaviest snowfall rates of 2-4"/hr, but the Mayor didn't declare a "snow emergency." During yesterday's press conference, he blamed the poor response on the amount of snow. I have to agree with "Shelly from Midwood," the Mayor is betraying his lack of empathy.

Sunset park is completley impassable. Streets are not plowed and I can't get within thre blocks of my house. We have seen worse storms and the response was fine. Bloomberg needs to stop his nasty tone and stop telling people to suck it up, and get on the ball and take responsibility for this complete failure of his department. Shame on you mike bloomberg!

12/28 10am - block still not plowed. A very pregnant woman due this week lives down the block, there's no way an ambulance can get to her, or her to her car should the baby decide this is the day. This is really an atrocity in this city. We've had worse storms and better responses. Bloomberg is responsible and is doing an awful job.

The snow was removed from the sidewalk, in front of the house as required by law. The city seems to be under no obligation to do the same to the streets. Yes, cars are abandibed on the streets, but so are two city buses on 13 Avenue.

Union Street-- which ** was ** a bus route, is TOTALLY unpassable most of the way from Columbia to 4th.

If there were a fire, any home would be charcoal because no FDNY could get there.

Even between Smith and Hoyt, any medical emergencies would have be CARRIED across the snowbed.

Markowitz is an opportunistic creep, as always, let's see if he keeps the heat on when the snow melts in... April.

This has been one of the heaviest snowstorms on record. You people should stop whining -- I find the storm response OK overall. I live in midtown Manhattan and given the relatively slow response here, I got the sense that that Brooklyn and Queens were getting prioritized -- seriously. That does not seem to have been the case.

And even if Manhattan were to be prioritized in a response -- so what? Manhattan employs more people per city block, has much higher retail turnover per street frontage etc etc. It is the economic heart of the city.

The powers that be decided not to put the sanitation workers on standby at 7 AM on Sunday, instead waiting to 7 PM to avoid paying them OT.

By 7 PM they couldn't get to their posts to do their jobs.

Mayor Bloomberg thinks New Yorkers are stupid. He might be right. New Yorkers allowed him to run for a third term even though they voted for term limits. That was stupid. He brought in Cathy Black to run the school system even though she doesn't have any educational experience and New yorkers believed him when he said she didn't need experience. They let him get away with it. That was stupid. Now he is telling us to have patience and that it is normal that our streets haven't been plowed more than 48 hrs following the storm. He thinks we should believe him because he thinks we are stupid. Let's see what he will do next to the stupid New Yorkers.

my street has not been plowed not one car has been able to come down my block. had a cable appt today but because street wasnt plowed they where unable to fix my cable,phone and internet that where messed up because of the storm. thank god i have a cell phone in case of an emergency because i have two little ones who had fevers but are feeling better now thank god. lets get rolling with the plowers i need my services restored cant use my cell phone as a house phone my bill will go up the roof! and yes there was a plower stuck i repeat stuck on 64th street and 18th ave even they werent prepared shame on you bloomberg!

1- did the bozos out there that decided to take out their cars and drive after they were warned not 2 consider what would happen if you did take out your cars.you guys are the ones that are partially responsible for the roads not getting cleaned.why when there are other ways to get around would you take out your cars.better yet there are fools that abondoned their cars in the middle ouf the dtreet and on fire pumps which is dangerous because ur putting peoples lives in danger. i hope you all get ticketed and towed thats what they are doing here about time now the city wont be so poor if you guys would have listened there wouldnt be a problem cant plow if cant get down the street next time stay off the streets

I'm a Midwest native. When the snow falls in November, it usually stays until March. That changes how one plans for things. I saw one snow blower in use during my walks on Monday. Seeing 8 cops hand shovel out a van punctuated everything. Kinda hard to move 2 feet of snow by shovel. Also it seems the boroughs don't have declared snow emergency routes in place. If not, residents don't have expectations on what street gets plowed when. Maybe the Mayor can learn something from some Podunk Midwestern town: http://www.ci.minneapolis.mn.us/snow/

At least the snow is melting.

I saw first hand how much snow was left unplowed, this morning, Wed 12/29/10, while riding along the route of the B6 bus..to Coney Island Ave and J..where I found the B11 bus was still not running.because of people in Boro Park digging out their cars instead of leaving them there, alone, so that the snow be can removed. We need the President to send the National Guard in to remove all this snow, and bring our neighborhoods back to normal. Then fire the mayor and all the clowns who appeared on TV with him...Do we need more to die because emergency vehicles cannnot reach them in time????

Although it was indeed bad, this was far from the storm of the century. The resultant chaos is directly attributable to the arrogance of elected officials in the face of nature's might. Inter-borough fighting only serves to cloud the real issue. The best remedy is for every - read ALL - citizens of voting age to first- register, second - vote, third - remember this moment. It is only the tip of a very large iceberg and we're all in steerage on the Titanic unless we make our voices heard. It won't fix this mess or clean this snow, but it may possibly in future make a serious difference. Until then, let's meet neighbor to neighbor and help one another the best we can, because THAT is what makes NYC the greatest city in the world!

im still snowed in 4 days later the only reason that i got a couple laysers on street is not because of plow because of cars impacting it dowwn in the 18th ave east 3rd area if i did as sloppy job as bloomberg and his cronies i would have a job why are they above it all
and 2 all the drivers out there everyone was warned not to take out their cars storm coming so why would you guys take your cars out its dangerous and what ever was out there plowing couldnt get through especially all the fools on firepumps
