that could top 60 stories would line Flatbush Avenue Extension (at
left, looking south from Tillary Street). Dwarfing the Williamsburgh
Savings Bank building (seen in background on left), they would form
perimeters of fortress-like mega blocks envisioned by the Downtown
Plan, a massive urban renewal project that includes property condemnations
under the state’s power of eminent domain. A public hearing
on the plan is scheduled for Wednesday, Feb. 18, at 6 pm in Borough
