The geese of Prospect Park will be safe from future federal massacres under a plan that calls for destroying their eggs, bringing in bird-chasing dogs, designing new landscapes to be less bird friendly, and, most shockingly, barring park-goers from feeding waterfowl ever again.

Prospect Park Administrator Tupper Thomas announced the broad wildlife management proposal on Wednesday night at the Picnic House — though she spent much of the night under attack by an angry crowd of park lovers for not preventing July’s middle-of-the-night goose slaughter, even though she knew about it in advance.

But officials on the park’s Wildlife Management Advisory Committee answered the charge by saying that their goal was to avoid another federal massacre.

“The fact is, if we do nothing [federal agents] are going to come back,” said Rachel Goodman, a spokesman for Brad Lander (D–Park Slope).

A population-reduction strategy will balance the interests of nature lovers, while warding off the federal authorities who slaughter geese in the name of airline safety, Thomas said.

“We’re trying to solve the problem the only way we can: make it so geese aren’t nesting in huge numbers in the park,” said Thomas.

But critics pointed out one central problem: no one on the committee knows what the “magic number” is to prevent another goose massacre. Despite the July killing of all 250-plus geese in the park, the population of the birds has rebounded to 166 at last count — a number that worries goose fans.

“Give me numbers! How many geese should be in the park? Five, 150?” asked Anne-Katrin Titze, an outspoken advocate of the geese.

The plan to save the ubiquitous waterfowl breaks down as follows:

• Goose eggs would be destroyed in a process called “egg oiling.” A spokesman for the park, Eugene Patron, said this would likely begin this spring.

• Border collies would be brought into the park before the goose-mating season to discourage large numbers of birds from nesting.

• Prospect Park would seek to make the entire park a “no-feed zone” to encourage the birds to fly elsewhere. Such a plan would bar park-goers from feeding the ducks” — a rite of passage for kids that goes back to the park’s construction, and, perhaps, the earliest days of humanity itself.

• New projects — like the Lakeside Center in the southeastern portion of the park — and other renovations will be less hospitable to geese, which prefer open areas with access to a shoreline. Instead, new landscapes would feature more shrubs and tall grasses near the lake.

Despite the anger at Thomas, some animal advocates hailed the plan as a progressive step in the right direction.

“[This could be] a pilot program that we can do citywide,” said Patrick Kwan, the New York State director of the Humane Society of the United States. “There are definitely folks that think we should just leave the geese alone — I wish we could do that, but when they are slaughtering thousands of geese our obligation is to save as many of them as possible.”

Such talk did little to Thomas critics, who for the first time were able to direct their anger directly at the park administrator, who will retire in January.

“I’m disappointed in you! You should have denounced what happened!” said Rina Deych, echoing the criticism of many in the audience of around 50 people.

“The anger is so fresh,” said Yolanda Gerritsen. “You start talking about it and it’s like it happened yesterday.”

But Thomas, who is retiring in January, pleaded with the crowd that she was a city employee, and it was not her place to oppose a plan orchestrated by Mayor Bloomberg, New York State, and the federal Department of Agriculture.

“I would not [speak out],” said Thomas. “I’ve been a city employee for 40 years.”

She later added, “This isn’t about me! Other people made this decision within the city!”

And this is EXACTLY WHY you should not be on the Wildlife Management Advisory Committee. You cannot under the terms of your job description reach or announce conclusions that disagree with the city. That means you have a conflict of interest. How can you be on a committee managing the wildlife while at the same time refusing to disagree with the city? It's impossible.

Tupper Thomas is Bloomberg's puppet, a good government toady who betrayed the creatures in her care, and a perfect reason why it is critical to have a neighborhood, civilian presence on any Wildlife Council for oversight. Bloomberg demanded the USDA come in and gas the geese, with Thomas' acquiesence (she even went on vacation while the gassing occurred, a gutless, orchestrated excuse to avoid public confrontation) and there are reports that even the USDA tried to argue him out of it, his demands were excessive in the extreme. In the end, even they caved (and let's not forget, they get paid a tidy sum to kill the geese). To make the goose gassing more palatable to a somewhat naieve public, Bloomberg connected himself with the "Miracle on the Hudson" every chance he got, and terrorized the public with scares and threats that geese are air terrorists, colliding with planes to the extent that they will eventually kill you and your family. Since there ARE bird-airplane strikes, the small element of truth has been enough to turn many people into goose-haters and in favor of the killing. The fact is, geese actually account for an infinitessimally small number of bird-plane strikes, of all bird species.

The fact is that bird-detecting radar (named the MERLIN system) exists, and its use, along with the mapping of bird migration routes (New York is in the direct path of the Atlantic Flyway, a major flight route for many species of birds) and the minor adjustment of airplane traffic to avoid bird conflicts would solve almost all of the bird strike problem. Far more than the neaderthal idea that killing birds will keep you safe in the skies. It won't. What it WILL do is provide an endless stream of cash into the USDA's pockets.
And bird strikes primarily cause property damage to the planes, not loss of life. More deadly plane crashes are caused by pilot error than will EVER be caused by birds. And I don't see anyone gassing any pilots.

And please, let's drop the simple-minded response of "let's give the dead geese's bodies to the poor and hungry." There's no reason whatsoever to kill these geese AT ALL - making food out of them doesn't justify something that shouldn't be done in the first place.
There is no shortage of food in this city - TONS of perfectly good food are thrown out from restaurants all over the city every night. This could be collected and re-distributed to food kitchens. Hell, you probably throw out plenty from your own table. Donate it to a food bank, or take a platter to a homeless person.

In any event, leave the geese alone and learn to appreciate and live with them. Future generations will judge our actions toward animals and the environment, because they will inherit the results of whatever we do next. We need to remember that we are caretakers, not undertakers.

I commend everyone who was involved in gassing the geese for having the courage to make the right decision even though it is deeply unpopular with a small minority with very loud mouths.

It's really simple- Bloomberg wanted the geese killed to cover his ass. If another plane had a bird strike he could say "hey we killed the geese, what more could we do?' The facts didn't matter, it was the simplest, most expedient course. And Thomas is just an obedient toady who wasn't willing to rise to the occasion and speak up for the geese, and conveniently head out on vacation at the time to distance herself from the slaughter. And after the fact to deflect the flack they have received and pacify the public they have changed the conversation by saying that the geese are aggressive and create filth. They need to be culled. This was never an issue before the gassing. I challenge anyone to find piles of geese poop or aggressive geese in the park. It's a red herring.

I have yet to see any piles of goose poop. A little here and a little there. AND the geese do not congregate in places other than near the shoreline. I doubt very much visitors would be sliding in it while kicking a soccer ball or flying a kite.

I'll tell you this much,I walk in alot more barbecue coals and slip on piles of plastic bags and HUMAN garbage.

First the park is outside of the zone that the government had targeted for the gassing. It was to be 7 miles from either airport. The park is further away. And secondly the park geese are non migratory birds and the birds that threaten planes are migratory. Tupper Thomas acknowledged these facts at the meeting.

The Feds gassed the geese in Prospect Park, we're told, because the goose population exceeded a certain (unstated) magic number. Where's the evidence? There is none. There is no magic number. It's all a ruse.

But Parks defenders are sent scrambling to guess what that non-existent number may be, trapping themselves into proposing geese-reduction measures, which they then hope to "spread to the entire City as a pilot project" (says Patrick Kwan, from the NY State Humane Society). The question is, Why?

It is clear that the City's original rationale, that geese collisions are bringing down airplanes, is bogus. Mayor Bloomberg felt he needed to be seen as doing *something* -- anything -- however irrelevant it may actually be towards preventing airline crashes.

On the other hand, that argument doesn't even register any longer with CBS News, which reported last night (Thursday) that the main reason for exterminating the geese was because (they said) each goose produces a pound of "poop" each day. The news reporters went all "icky" over the poop presumption and solicited comments from people in the park within that framework, as though that's been the main concern all along.

Clearly, once the issue of the dangers of geese towards airplanes is exposed as bogus and dispensed with, the Mayor (and, sadly, Tupper Thomas) will invent another rationalization, and then another, to justify the cruelty and irrelevance for what has already been done. And for which they are poised to do so again.

To me, observing Tupper's deflection of the on-the-mark questions the other night was numbing, and a sad way for her to retire. She said that she didn't speak out about the extermination ("not that I would have done so, anyway") out of fear of losing her City job. Left unsaid, but on the tip of her tongue, was the fear of losing Bloomberg's support (and funding) for the Prospect Park Alliance.

I'm sure that Tupper feels she's doing what is best for the Park, given the vindictive real politik of Bloomberg's administration. However, it is obvious now that playing that game, even assuming the best of intentions, is a Devil's bargain.

the geese had to be dealt and this was the best way to do it, I guess the city could let some bird hunters come to the park from Bridgehampton or PA and just shoot them, they would probably pay a fee to do it, the city would make the hunters get a "special" permit...it could be an annual event in the park...

My kids play in an organized soccer league on the Parade Grounds every weekend and certain fields do get quite a bit of goose droppings. Kevin, you have a point. This strategy, unfortunately, is used for many political issues. The politician says he dealt with it and is off the hook, no matter the facts. In this case, the birds cannot fly to the airports.

I am not even close to educated on the geese issue, but the points you raise make sense. It is people who are uneducated in these issues who may believe the political scare tactics. Especially after the plane that went down in the Hudson.

Grammar and style tip: it's not "killing," it's killing, with no quotes, same way that wearing isn't "wearing" and eating isn't "eating." Unless the geese were shipped to a goose spa that only you know about.

I can think of a lot of things that are importnat to know....the effects of quantitative easing, the issue about the imminent test of a nuclear weapon in North Korea, to what extent will China continue to raise the reserve rate on banks, what form the bailout of the Irish banks will take...but this??? There's a bird radar system called MERLIN. Most other countries use it. If birds hitting planes are such a threat to your safety, that's the only REAL way to prevent it. Anyone who thinks killing birds is the answer is really beyond stupid.

It seems that anyone who is up in arms about keeping the population in check are the same people that have nannies do their shift at the Park Slope Food Co-op, have 5 genetically engineered children(triplets, twins) and would have weighed in on that thread a while ago about finding a boy's hat in the park that then delved into gender politics. If that is not the case, then the people worried about the geese are basically shut-ins that need to walk away from the neathermeed as their only form of interaction with the other weird dog people.
