The state has unveiled five plans for the redevelopment of Long Island College Hospital — and none of them include the hospital’s current range of services.

The proposals are unlikely to appease activists and Long Island College Hospital employees who have spent the last year demanding a medical center with around-the-clock care and a comprehensive set of specialized departments, but the State University of New York, which runs the hospital, says an overhaul is long overdue.

“After more than a year of extreme financial stress on SUNY and delay tactics that only deprive the community of a health care solution, it is time to end the crisis and coalesce around this process,” State University of New York chairman H. Carl McCall said in a statement, referencing the lawsuits and protests that have dogged the state’s attempts to shutter and sell the hospital, which sits on land valued at as much as $500 million.

Politicians have pushed for the state to open up the bidding process and keep the medical center at its current capacity, but last Friday state Sen. Velmanette Montgomery (D—Boerum Hill) broke ranks and openly endorsed the idea of a diminished hospital by endorsing The Brooklyn Hospital Center’s plan for a residential complex with a medical component.

Mayor DeBlasio has been tight-lipped on the subject for his first month in office, backing off of the demand, voiced in the fall by his lawyer, that the healthcare facility remain full service.

The basics of the five proposals are as follows:

The little bit of everything plan

Medical provider: North Shore–LIJ, Lutheran Medical Center, and Allure Health Care, Inc.

Developer: Brisa Builders and the Chetrit Group

Includes emergency room: Yes

Other medical facilities: Observation unit, clinics, including mental health, ambulatory surgery center, 100 long-term acute-care beds, rehabilitation facility, and trauma center.

Housing: 1,000 units, three-tenths of them designated for below-market-rate housing for veterans, seniors, and subsidized programs

Measures to retain jobs: Unclear

Retail: Pharmacy, gym, food market, and shops

Uses existing buildings: Yes

Time to complete: Two-and-a-half years

The Brooklyn hospital-less plan

Medical company: The Brooklyn Hospital Center

Developer: Blue Wolf Capital Fund, III, L.P, and Related Companies

Emergency room: Yes

Other medical facilities: Two urgent care centers and two healthcare centers with primary care offices “in the community”

Housing: Some below-market-rate and/or workforce housing

Uses existing buildings: Unclear

Measures to retain jobs: Would provide preferential hiring to qualified Long Island College Hospital employees for 24 months

Retail: Unclear

Time to complete: Unclear

The Chinese democracy plan

Medical company: Chinese Community Accountable Care Organization and the Eastern Chinese American Physician IPA

Developer: John Catsimatidis, former Republican mayoral candidate, and Rudy Washington, former deputy mayor under Rudolph Giuliani

Emergency room: Yes

Other medical facilities: 100-bed hospital that would grow into a 250-bed hospital over three years, acute care facility, ambulatory surgery center, rehabilitation center, diagnostic and treatment center, and nursing home

Housing: Yes, but no details provided

Uses existing buildings: Yes

Measures to retain jobs: Unclear

Retail: Yes, but no details provided

Time to complete: Two years

The New York University Langone plan (aka, “the other Lutheran plan”)

Medical company: New York University Langone Medical Center and Lutheran Family Health Centers

Developer: L&M Development Partners, Fortis Property Group and KF Brock

Emergency room: Yes

Other medical facilities: Urgent care center and preventative care facilities

Housing: Rental units, condos, and townhouses, one quarter of them below-market-rate

Uses existing buildings: Yes

Measures to retain jobs: Expected to employ 226 union healthcare workers, 200 in services sponsored by New York University and 26 with Lutheran

Retail: No

Time to complete: One year

The real estate health plan

Medical company: Institute for Family Health

Developer: Peebles Corporation

Emergency room: No

Other medical facilities: Community health center focused on preventative care, accessible regardless of insurance status

Housing: New residences that are “high quality, yet economical”

Uses existing buildings: Unclear, but 2,000 construction jobs are promised, presumably meaning a big build

Measures to retain jobs: 200 permanent jobs in healthcare, facilities management, and education (plan includes a new public school)

L& M is the same as Fortis or Joel Kestenbaum , track records are very discouraging with long lists if Court fight that they have with various projects that they are involved, take them out of the equation. I will fight for their exclusion on bidding on anything at lich. I uncovered documents in how Louis Kestenbaum was involved in fraud in the Bayon NJ hospital a couple years ago and also in other criminal activity , so my list is down to four bidders.

Don't want another full service hospital.

Emergency care is all we need.

Thereafter, any version of reduced care will do.

The brownstone houses LICH has been hording for decades must be returned to Cobble Hill, sold seperatley rather than to some big developer to monopolize/devestate. Any medical facilities that remain should be linited to the square block bound between Hicks, Amity & Henry - no more workers crossing the streets - out of sight, out of mind!

An ER may be all YOU need....but please DO NOT speak for "we!" Happy for you that you are so healthy you need nothing else, but many of us do and Cobble Hill is not the only community LICH serves. So, speak for yourself. The fact that you have issues with workers crossing the street is petty and ridiculous and has ZERO to do with this decision. "Restore Cobble Hill to the nice quiet neighborhood it once was before LICH "??? You would have to go back more than 150 years! How awful it must be for you to deal with the ill, the elderly & those that care for & treat them....right in your own backyard. One day, you will be one of them.
As for LICH "hoarding brownstones...which MUST be returned" HA! You are delusional. Bottom don't want to see it, so that you don't have to be reminded of the often unpleasant business of healthcare. It seems you'd like to boot the elderly residents of the local nursing home too. Wow. Big heart. I'm completely disgusted with the short sighted, ill informed and self-centered comments. Really sad.

Joel Kestenbaum’s Fortis Property Group is the same as L&M and Louis Kestenbaum ODA. The kestenbaums are a shady deceitful crooked conscienceless venal exploitative low down family. A person that could steal from holocaust funds and widows is a animal in human form. lich is smarter then that , the kestenbaums will never get a chance to line their pockets on the hospital plan

How about bringing it next to your house? When you don't have to wear the shoes of others, don't talk about how they fit.

There is space all over this city to put these things where they wouldn't bother anybody.

We need factories too, but do you want one in your backyard? I think not.

Just because something is in the wrong place, doesn't mean we need to keep it there. We have things called automobiles now that they didn't have 150 years ago - we no longer need hospitals in our backyards.

It's not healthcare that's unpleasent, it's folks like you that think only your own opinion should count and that you have a mission to give those that differ your full of sh.. feel good talk.

If you ever want to do something about it, I'll be the guy picking up the surgical gloves and pee bottles the wonderful hospital workers leave behind.

Get off your high horse.

I can see selling off any brownstones to private occupants rather than developers. I readily adhere to the community having a say in how LICH interfaces with them. There is NO other medical facility in that part of downtown.

It is remarkably offensive if people want the ill, the elderly, and the injured or simply the poor swept from their view as they don' t like to think about them.

We live in NYC, which to be civilized must be seen and occupied as a shared space with common commitments to health, safety and the social contract. Manhattan can provide the rich with isolated aeries where they can be whisked past the rest of their species in limos.

We are all in this together and unless we accept that, we will be at each others' throats like reptiles. The toughest and most desperate will win because they have no place left to retreat.

Ironically, both life on the street and life on a cushion can harden your heart, but that is not the only choice we can make.

$1. The hospital was here when we all moved in. Anyone who didn't want to live near a hospital should have moved someplace else. Or go back to New Mexico, Arkansas, Michigan, wherever.

#2 The community of Cobble hill already offered to let LICH's other real estate be sold to support the hospital & help transition to a new operator.

#3 Anyone who doesn't know that has not come to the community meetings the Cobble Hill Assoc has held over the past yr to educate everyone on this issue.

#4 That RFP should be set aside & a new RFP for a hospital, not a real estate deal, should be expedited. Those 5 bidders can send their revised bids & others can send in bids for a hospital. Then the community should be at the table to review ALL the bids & help decide the finalists & then the new LICH operator.

This all could have been done months ago & been over with already if SUNY hadn't been so focused on playing PR games & illegally staring down the community. SUNY is responsible for all the chaos, their financial losses, the bad press, and the court actions. The community is not wrong for fighting for their rights to life.

When will this paper get it right? There is no emergency room in any of these proposals. They are only called "emergency rooms" but are free-standing & without a hospital attached they can't treat emergencies. They are really urgent care rooms. Calling them stand-alone "emergency rooms" is meant to deceive the public but reality is these proposals remove lifesaving medical care from all of west Brooklyn & Downtown. Unacceptable.

Urgent care rooms, stand-alone ERs or free-standing ERs can't save lives. They can give you a couple of stitches when you cut your knee, write a prescription when your doctor's not available, pull the tick out of your shoulder after your run in the park but they can't save your life. Only an emergency with a hospital and the services it has can do that. That's why we are still fighting for LICH. Taking away our lifesaving ER and hospital to replace them with urgent care ers is putting OUR lives at risk. Lording over us to cash in our real estate, who the hell is SUNY to decide that our community should lose its life-saving services anyway? SUNY doesn't have to keep LICH but that dosnt mean that our community must or should lose it. The RFP was manipulated for Fortis. Invalid. Corrupt. Throw it out & start over with real community input this time.

This is the result from the invasion of the out of state complainers. For crying out loud they complain about birds chirping and ice cream. All they care about is their stupid condos and bike lanes. There are very ill patients and many others that are in need of a full service hospital. It never bothered anyone. It's a disgraced how people would complain about a service that helping the community.

No need to defend the elderly as no one's objected to them. It's the institutional environs that's objectionable in Cobble Hill.

Further, Red Hook's got plenty of under utilized land that far more suitable for a hospital, how about putting it there!
