A $100,000 grant in Coney Island can go a long way. For the Institute for Community Living (ICL) West 12th Street Residence, home to nine men and women with mental retardation and/or developmental disabilities, it means a new van, garden patio, kitchen cabinets and counters, wood flooring and huge smiles.
